"What I found appealing in this story was the honesty of a tale about friendship, betrayal and courage and also the very sensitive way of touching a delicate social and historical issue using a punctual example that is more convincing than an entire recent history book," producer Ada Solomon told FNE.

She is involved through her company HiFilm Productions. The Hungarian Emoke Vagasi is coproducing through Cor Leonis. The budget was partially covered by a production grant of approximately 285,000 EUR/1.25m RON provided by the National Centre for Cinema in 2010.

Ileana Muntean and Vali Hotea wrote the script based loosely on the director's own experience. The main character is played by Şerban Pavlu (Everybody In Our Family) with the cast including Diana Dumbravă, Valeria Seciu, Mihai Călin, Adrian Văncică and Anghel Damian. Valeria Seciu received the Romanian Filmmakers Union Award for Best supporting actress.

The film opened in Romania on 11 October 2013, and it was distributed by Parada Film. The Hungarian distributor is Anjou Lafayette BT. Roxanne is sold internationally by Germany's Films Boutique.
