FNE and UNIC Present EU Cinema Policy News
FNE has teamed up with the Brussels based team of the International Union of Cinemas (UNIC) to bring you regular updates on EU cinema policies that impact all industry professionals across Europe.
Each two weeks the UNIC team of experts will update FNE readers with a selection of information on the most important developments in cinema policy in the areas of the Digital Single Market, copyright, new research on audience development, policy meetings and events and other vital information that the leaders of the European cinema need to keep abreast of to do their jobs.
These are issues that have an impact on all of us and will determine the future direction of our industry and indeed even its survival.

For the next long-term EU budget 2021-2027, the European Commission is proposing to increase funding for Creative Europe, the programme supporting European cultural and creative sectors and audiovisual works, to €1.85 billion.

On 29 May, performers and audiovisual authors from across Europe gathered in Strasbourg to explain in their own words why an unwaivable right to remuneration is urgently needed for them as creators, when their works are being watched on on-demand platforms. The meeting was a last plea to the European Parliament before the vote on the new Copyright Directive on 21 June.

/05: Public consultation on measures to further improve the effectiveness of the fight against illegal content online - EUSurvey
Through the present public consultation the Commission seeks to gather views from all relevant stakeholders. The questionnaire is targeted to the general public, hosting service providers such as online platforms, organisations reporting the presence of illegal content online, competent authorities and law enforcement bodies, and academia, civil societies and other organisations.

The proposed Directive is one of the Commission’s initiatives under the Digital Single Market Strategy and aims to further harmonise the Union law applicable to copyright and related rights in the framework of the internal market, taking into account in particular digital and cross-border uses of protected content.

/05: Committee of Ministers – Recommendation on the roles and responsibilities of Internet intermediaries – EAO Newsletter
In order to provide guidance to all relevant actors faced with the complex task of protecting human rights in the digital environment, the Recommendation sets out a number of recommendations for member states, including that member states implement the “Guidelines for States on actions to be taken vis-à-vis Internet intermediaries with due regard to their roles and responsibilities” (which are annexed to the Recommendation) when devising and implementing legislative frameworks relating to Internet intermediaries.

Commissioner Gabriel’s project of a creating an online directory of European films has received large support by the audiovisual sector last week in Cannes. Further to a roundtable organised in the context of the Cannes festival on 15 May 2018 on this subject, a number of organisations signed a manifesto supporting the project.

The International Union of Cinemas (UNIC), the European trade grouping representing cinema exhibitors and their national associations in 37 territories across the EU and beyond, welcomes the preliminary political agreement on the Audiovisual Media Services Directive (AVMSD).

The Commission is launching a series of public consultations covering all the major spending areas to gather views from all interested parties on how to make the very most of every euro of the EU budget. This public consultation seeks to identify strengths and weaknesses of existing programmes and actions, as well as possible ways forward and highlight any possible synergies among them.

21/11: EFADs welcomes the EP Legal Affairs Committee’s support for territorial exclusivity - EFADs
Peter Dinges, President of the European Film Agency Directors (EFADs) welcomes the vote: “By opposing and reducing the scope of the country of origin principle, the Legal Affairs committee showed its support for territorial exclusivity and remains faithful to its long-standing position in favour of a culturally diverse audiovisual sector and to EU citizens’ access to European culture.”
21/11: Statement from Creativity Works! on the JURI committee’s vote on the proposed Broadcasters’ Regulation - Creativity Works!
Mathieu Moreuil, Chair of Creativity Works! said: “Today’s vote acknowledges the importance of territorial exclusivity as the lifeblood of Europe’s creative industries. As the legislative process continues, we call on EU legislators to bear in mind the concerns expressed across the creative and cultural sectors and to ensure that the growth of European industries and reinvestments in high quality EU content are fostered, not impeded.”
22/11: FERA Issues Statement in Support of JURI Decision - FNE
The Federation of European Film Directors, FERA, made a public statement welcoming the decision of the Members of the Legal Affairs (JURI) Committee vote in the EU Parliament to limit the extension of the “Country of Origin” principle to news and current affairs programmes. The decision means that exclusive territorial licensing, cornerstone of audiovisual works’ investment structure, distribution and promotion throughout Europe are preserved in their present form.

On 27 and 28 November representatives of film and audiovisual field, experts, policy makers and visionaries gathered in Tallinn for a two-day international visionary conference to discuss topical issues of the European media and film industry. The conference was organised within the framework of the Estonian Presidency of the Council of the European Union.
