Romania to Legally Re-launch Cash Rebate Scheme

BUCHAREST: The Romanian Government approved on 24 May 2023 an emergency ordinance for the re-start of the local cash rebate scheme, which had been officially launched in October 2018, halted in 2019, re-launched in August 2020, but has been inoperative since then.

A new Office for Films and Cultural Investments will be created under the Ministry of Culture, which will take over the scheme from the Ministry of Economy and will use the new legislation till 31 December 2024.

The Ministry of Culture also announced in a press release that starting on 30 September 2023, the new Office will also discount the payment requests approved between 2018 and 2020.

A debt of more than 35 m EUR is due to international productions shot in Romania since the scheme was launched in the autumn of 2018.

Last week, Lucian Romascanu was the first Romanian Minister of Culture ever to come to the Cannes Film Festival together with Romanian film producers to lobby for Romania as an attractive partner for international productions.
