Belte is the former executive director of Baltic Media Alliance. According to The Baltic Course, the vote undertaken by the National Electronic Mass Media Council was not unanimous.

The Council also appointed ad agency director Sergejs Nesterovs as board member overseeing programme development and former cable TV executive Maris Skujins as board member overseeing finances and technology.

In an interview with Latvian media, Belte said his goal was to insure the independence of LTV against outside pressure.
