The film is a production of Cine Bazar, a Tokyo-based company and Poland’s Akson Studio was the line producer. The film, which covers the period from 1934 to 1955, had a primarily Polish crew. Shooting lasted 41 days, with an extra 15 days of shooting by the second unit.

The decision to locate the Japanese production in Poland was greatly influenced by the offer featuring locations and resources of the Polish film industry presented to Cine Bazar by Film Commission Poland.

Persona Non Grata is directed by Cellin Gluck and features international cast of Japanese, Polish French and Russian actors. The main character, Chiune Sugihara, is played by Japanese film-commission-polandactor Toshiaki Karasawa. The cast includes Polish actor Borys Szyc.
